Abstract

The construction of digital government has become a strategic priority, aiming to leverage technology to bring about a profound transformation in the governance model. This article focuses on exploring the new challenges faced by grassroots public policy implementation in the digital era and the optimization paths. Digital technology has brought about dual effects in grassroots governance: it has enhanced the efficiency, transparency, and precision of policy implementation; it has also given rise to prominent problems such as digital formalism, data barriers, and algorithm rigidity, resulting in value deviations and effectiveness gaps in policy implementation. To address these challenges, the optimization path requires promoting the coordinated optimization of systems, technologies, and capabilities. This involves establishing an assessment model oriented towards effectiveness, promoting the integration and sharing of government data, and strengthening the humanization of technological tools. It is also necessary to pay attention to the genuine experiences and innovative explorations of grassroots actors. Future research should strengthen the integration of interdisciplinary theories and the analysis of micro-processes, so as to enable digital technology to truly serve the enhancement of governance efficiency and the realization of public interests.
